Experts in Extractive Industries Governance, Worldwide
FRR, a division of theIDLgroup Ltd, a leading development consultancy, is looking for experts in the field of governance in the oil, gas and mining sectors.

We are seeking independent consultants with extensive experience and familiarity with the extractive industries, specifically with knowledge and experience of working with the Extractive Industries Transparency Initiative (EITI). Consultants are needed to undertake short term projects worldwide.

Consultants are required for the following roles:

• Team Leaders- with extensive experience (10-15 years) of evaluation and validation in developing country contexts, excellent knowledge of EITI and extensive expertise of including all stakeholders and civil society in rigorous review processes.

• Financial Audit Specialists- with extensive knowledge (10-15 years) of international auditing standards, private sector audit reports, government audit reports and public financial management. Consultants should have experience of running complex auditing programmes for the extractive industries, and an understanding of the wider EITI process.

• Validation Process Specialists- with experience (10-15 years) of review and evaluation for improved governance, accountability and strengthened engagement of civil society, governments and the private sector.

• Regionally Based Consultants- in EITI candidate and compliant countries. Consultants should have experience (5-10 years) of working with a variety of stakeholder and civil society groups to improve voice and accountability. Consultants should have experience of facilitating dialog between the state, civil society and the private sector.

Consultants with extensive experience of working with the extractive industries in post conflict and fragile state settings are especially encouraged to apply. Good French language skills are also desirable.

Fund Managers (worldwide positions):
We are interested to receive CVs from consultants with experience of Fund or Grant Management. We are looking for experts with:
  • internationally recognized accounting qualifications

  • at least 5 years relevant experience

  • sound understanding and previous experience of grant management and disbursement processes

  • strong skills in financial IT systems, and practical skills in IT systems set up, configuration, data entry, and report design

  • demonstrable experience in setting up charts of accounts, banking and cash management procedures, financial management and control systems in project start-up circumstances
