FRR is a leading UK-based forestry and institutional reform consultancy that provides services to governments of developing countries and transitional economies, donor government agencies, the major development banks as well as private clients.
FRR promotes sound investment in the environment and responsible management of it: whether by a Government community or an industry.
FRR is selective in the assignments that it undertakes. It focuses on projects that are well conceived, sustainable and environmentally sound.
FRR has become a major player in reforming forest sectors. The "way things have always been done" in these sectors has led to unsustainable exploitation of the forest. Getting things right often includes organisational reform of Government. This is rarely sufficient on its own.
The rules of the game have to change if real reform is to happen. This requires engagement with stakeholders throughout the sector: politicians, policy managers, local Government, private sector, communities, environmental groups and civil society organisations. These stakeholders are the intended beneficiaries of forest policy, although their interests may not always be complimentary. It is essential that they are fully engaged in ensuring that policies are delivered. Only then can we expect to ensure that not only are organisational arrangements changed, but that the rules of the game change.
FRR's success in this sector wide approach has led to is services being drawn on in other sectors where change processes are similar to that of the forest sector, particularly complex governance, trade, policy and civil society challenges.
